Because there is a site that lists accessible taxi providers across Japan… but only in Japanese. I guess you could use Google Translate on it. Here is the link:

Some of the places have websites, so you could try to reach them that way. Or if you find a few places that may work, you could pass their phone number to the hotels.
However, unless they are a 4-5 star hotel, they may not be able to do the bookings on your behalf…
