I am not an expert in this area, but from a cursory checks on Engish/Japanese sites I think the cause of the hotel’s response is the fire code regulations which apply to all hotels in Japan and strictly define room limits.
You might want to use your energy to find another option. Sorry, I cannot be of much help here. Best of luck!
