We will be there indefinitely. We are a family of 5 people and I need an affordable, accessible apartment. I’m not sure where to even start looking. My husband’s job is in Meguro-Ku.

OK, well, for people coming to live here, they usually have the sponsoring company do the apartment rental (as you will need a guarantor etc for paperwork) as you cannot easily rent an apartment on your own here. Assuming such a person is in your husband’s company, they can usually select “accessible” (バリアフリー) as an option when looking for an apartment on one of the housing sites.
