Unfortunately, I don’t know of any associations in the nearing countries, but I’ve been able to find an organization that is helping to evacuate disabled, elderly, LGTBIQA people, families and more. They are called Rain Dove and they seem legit. Here’s their Fundly:

Nevertheless, they are a new organization, so I’d also try to contact more established ones. For instance, I’m sure that the Paralympic Committees of these countries may have a lot of information of accessible transportation in the area:
