Unfortunately, most parts of Shinjuku look like that – a jumble of old buildings. As Joan pointed out, any building with more than 4-stories is required to have an elevator. And, as he also pointed out, sometimes the implementation of the elevators is… interesting. Up or down a few steps, or too small for a wheelchair.
But, I’m sure there must be some. Will ask around.
