Thank you all for your helpful suggestions! My husband was able to solve the problem by visiting the Permobil company in Koto City. He just showed up and some wonderful people were able to help us. For backup I was able to order a manual wheelchair to be delivered to our hotel tomorrow through Amazon for only $160 usd. We were so worried, but very thankful for a quick solution!!
