Yes, there are accessible seats available. You can see them a bit in this write-up for Hakone:

Unlike commuter trains, you need to get special tickets for the Romancecar, but unless it very busy you can typically get the tickets the same day.

The view isn’t really anything different, but the seating etc is nicer.
