I know @schroth-sensei has first hand experience he could share.
You can download Google Maps data as well as language sets on Google translate (app), so you could get by without if you really want to.
Some restaurants might have it, but a lot don’t.
I’d suggest you first contact your local provider and see what your plan offers overseas. Some offer X gb of roaming data etc.
You can get a Japanese Data SIM card as well. The main benefit of portable wifi is that several people can share it, so if you are traveling as a group it can be cheaper than getting a SIM card for each person.
