I know you really want to go to Okinawa, but for your next trip, if you want to try scuba/snorkeling, Amami Oshima has a great place I went diving at: Accessible Scuba Diving in Japan with Zerogravity
Anyway, I have been to Okinawa many times and, while there is a small monorail in Naha and buses, you really need a car to fully enjoy it. I tried a car hire once but it was very expensive.
