I have run into the same problem.
Through accessible Japan, I received an email from this person they rent out electric wheelchairs,wanping@tokudaw.com
But the cost were very very high. to rent an electric wheelchair for 12 days was almost 900 American dollars. I can buy one in the states and take it with me for $2200.
They also had a service with a van that they would take us in our case Mount Fuji and back for the day. It was a 10 hour trip. It was close to $2000 American money.
Unfortunately, being handicap in Japan is very expensive
