From what I have seen in several trips to Japan street parking is non-existant. Off street parking (paid) is the norm. Some hotels and restaurants have free parking but you generally have to pay, especially in large towns and cities. The only time we got any use out of a blue badge on the last trip (April) was getting disabled discount on entry fees. Plan ahead, especially contact hotels to see if they have parking and if you can reserve it. Often, if it’s available it’s on a first come first served basis.
