From looking around, it seems that the building is accessible (it is over 7 floors so it must have an elevator by law).
On the groups website it asks wheelchair users to contact staff after winning. If it was not possible to see it in a wheelchair, then I think they would say that it is not possible.
Here is what it says:
If you come with a wheelchair, please contact us from ticketinfo@nmb48.com right after your winning.

I suggest you contact them directly at ticketinfo@nmb48.com and ask: 劇場がバリアフリーですか? (Is the theater accessible?)
