The website for the boat service mentions that the boats are older than the accessibility laws in Japan and aren’t all wheelchair accessible (http://setonaikaikisen.co.jp/news/archives/2873 – Japanese only).

Hi,
The grounds are accessible, and the first set of stairs can be passed via a car ramp at the right side (when looking at the shrine). But the actual building still has 11 steps up to it.
