I wonder if some sort of mark would help. For example, here in Japan people with invisible disabilities can get a little “Help Mark” tag they can attach to their bag. Mostly it is to help around getting priority seats on trains even if you “don’t look like you need it”.
Something like that may help… but at the same time, many people may not like wearing an identifier… and it would require a lot of PR to make sure the population understood it.

Belgium made masks mandatory in certain areas and situations, but allows people who can’t wear one due to medical reasons (attested by a MD) to use a face shield instead. So, wearing no protection isn’t accepted and police can fine you, but there’s a (less protective) alternative, if needed.

That seems very reasonable. Having shades of grey is very important when not everyone falls in black and white categories.
