Hello.
ANA has started a new service called “MoVA” at Kansai International Airport.
With this service, you can rent mobility equipment (e.g. mobility scooter, wheelchair, stroller) at the airport and continue using it during your journey.
You can pick it up at the ANA counter (2F, KIX) and use it for trains, buses, or sightseeing.

Can you get the chair at Osaka airport the drop it off at Tokyo airport?

Unfortunately, at this time ANA’s service only allows you to rent and return in Osaka (KIX).
If you would like to rent in Osaka and return in Tokyo, we recommend using the following service:With this service, you can receive the cart at your hotel in Osaka and return it from your hotel in Tokyo (or other locations).
