Do you mean Oarai the seaside town with the aquarium? It’s not really close to the flower park unless you meant the seaside park with amusement rides.

I checked Google maps and while doable I think you’re a little too tight with 18 mins between trains. The shinkansens don’t have any food service and you need snacks.
