Thinking of rolling over there from Keio Plaza now.
Hi,
The grounds are accessible, and the first set of stairs can be passed via a car ramp at the right side (when looking at the shrine). But the actual building still has 11 steps up to it.

It will only take about 10-15 minutes to see everything, so maybe also grab a bight to eat!
