We are visiting Fukuoka and Otaru on a cruise in October. We would like to take part in some tours at both places, but we are having trouble finding some accessible transport. Looked on Amazon and this is what it says:

We found most wheelchair accessible toilets in public places in the UK were locked and could only be accessed by using a RADAR key. How does a visitor get access to such a key? Looking inline it says Boots the Chemist sells them. Is this correct? Can they be sent to an overseas address?
