There are two types of wheelchair seats on the Shinkansen: those that allow you to remain in your wheelchair, and those that allow you to transfer from your wheelchair to a regular seat. I think you do need reservations for Narita Express or Keisei SkyLiner. But there are also regular express trains that you can just get on. So, while waiting for another answer, at least be reassured you will have an option no matter what.
