Depending what you want, there are actually many manual wheelchairs sold on Amazon in Japan. If you aren’t looking for anything custom, I’ve heard of people having items delivered to their hotel.

Japan has ones from municipality/city you live in.
An international version would be a great idea!

In Japan residents are given disability certificates (with a photo like a passport) from their local municipality. This allows discounts at many places.
For foreign visitors, while they should get similar discounts at tourist attractions, we have found there have been discrepancies based on the facility’s policies or misunderstanding of staff…
